Is this right? Turbotax states missouri allows a 40% deduction on inactive military pay, this should be 60%, correct?

You are correct. It should read 60% of inactive military income. The math on the forms is correct; 60% of the amount entered as "Inactive Military Pay" is deducted on the MO return. On the MO summary page you'll be able to see difference between the Federal Adjusted Gross Income and the Missouri Taxable income includes 60% of the Inactive Military Pay not 40%.
