Issue with program where I need to pay for state e-filing

When I select efile which includes the state filing, it gives me a dialog box which says saving your returns, and we will bring you back to TT. I than get message "we've hit a snag" try again.  When I close out it says Payment did  not go through. Something is failing between saving file and where the payment information should be entered. I have managed to e-file the Federal return no problem, so it is related to the inability to input Credit card information. Anyone have a solution.

    Please try the following steps

    1. Log out of Turbo Tax.
    2. Clear your cache and cookies
    3. Delete Cache & Cookies
