Question

It appears my estimated taxes for 2023 are being counted twice. This doesn't seem correct to me. Is this correct?

Line 26 shows the total payments for 2023 made in 2023,  with an extra amount, and then the amount of four payments is also entered on line 31, from Schedule 3 line 15.

You have entered the payments in 2 places.   The correct place and somewhere else.   Check Part II of Schedule 3 to see which line the excess payments are on.  Line 15 is the total of Lines 9-12 and Line 14.
