It keeps telling me that I have to file by mail and can't do e-file, what am I doing wrong?

It depends. You may have forms necessary for your return that are not supported by e-filing.

I'm on Social Security benefits and receive an SSA-1099. I don't pay taxes anymore. I've heard I still have to file a tax return to get help from the stimulus package. Turbo tax said because I get any money I have to find a short. Do you know what's going on with SS members having to file?

You will not be able to e-file a tax return using TurboTax if are not required to file.  According to the IRS:

 

IRS.gov/coronavirus will soon provide information instructing people who are otherwise not required to file a tax return, on how to file a 2019 tax return with simple, but necessary, information including their filing status, number of dependents and direct deposit bank account information.
