It’s saying that my ssn is duplicate and that I already submitted a return under my social security number, but this is my first time filing. Who do I contact?

Someone either filed a return using your SSN or you used the non filer portal to register for the stimulus payment. When you use that portal, a tax return is efiled with your SSN with $0 income. That prevents you from efiling another return.
