Question

It wont let me file my state taxes. It keeps repeating the steps

The IRS isn't officially opening filing season until January 27.  Most (if not all) of the states don't yet have all of their forms finalized.  You won't be allowed to file a return that isn't complete.  See the TurboTax FAQ below for state forms availability projected dates.
