Company provides services on a military base.  As a track inspector, ensure equipment and trains are loaded/unloaded, tracks are properly maintained, etc.  I this considered a fee-basis government official? Can I input $4000 for job related schooling to get a CDL class A license which was required to meet requirements of employment?  The school says they are not federally funded so I cannot enter as schooling.  They said to put it under job related expenses.

You are not a fee-basis government official. Fee-basis officials must receive their remuneration directly from the public.

The cost of obtaining your license is a job-related expense and is no longer deductible since 2018, as this deduction has been suspended by the Tax Cuts and Jobs Act.
