Keeps telling me to fill out Box 15 before I e file but on my W2 its blank.

Your Box 15 list the State in which you worked in/for on your W-2 and is not required unless there is data in Box 16-20.

Do you have data in Boxes 16-20? If so, list your state in Box 15 in TurboTax.
