Question

Mailed tax form and was not received by IRS. Do i need to refile ?

If you are absolutely sure you mailed it to the wrong office ( mailed in returns are taking 4 to 6 months to process due to the earlier covid shut down)  then you can mail in another copy (make sure to track the envelope this time)  or switch to efile if you can ...  log in and scroll down and click on ADD A STATE to open the account then complete the FILE tab again to make the change.
