Line 17 is for your standard or itemized deduction. One reason it may not populate would be if you didn't have any Maryland adjusted gross income, which can happen if you have non-taxable income such as social security or pension income. If the amount on line 18 (Net Income) is correct, then your return should be accurate as far as your tax calculations are concerned. If the return is not correct by virtue of the lack of an entry on line 17, it would be promptly rejected by the Comptroller's office.
