MIL lives in RV behind us. She's deaf but doesn't qualify for SS yet. I paid her abt $4500 in 2023 to watch our tot. Can I claim this, would she have to file taxes if so?

If you write off child care expenses of $4500 under her social security number, the IRS would be looking for her to file a return claiming child care income.
