I just realized that I forgot to include federal Estimated Tax payments on my 2023 return as I was entering them for 2024. Can I correct the missed 2023 Federal Estimated Tax payments on my 2024 return? If no, what steps do I need to take?

You mean that you forgot to enter estimated payments on your 2023 return?   You cannot fix a 2023 mistake by putting the entry on a 2024 return.  You can amend your 2023 return.

Wait until your original return has been fully processed before you amend, and make sure you have saved a pdf of the original return before you amend. (If you do not save it as a pdf, the amended return will overwrite the original, and the original will be lost forever)

See this TurboTax support FAQ for amending a tax return -

Do not expect quick results from amending. It can take four months or more for the IRS to process an amended return.

Did you file 2023?  And the IRS didn't catch it and add them on for you?  No you can't enter them on 2024.  I guess you would need to amend your 2023 return.
