My 1099-INT for has no 'Box3', how do I know what the Interest on U.S. Savings Bonds and Treas. obligations" is?

I received a 1099-INT form from the IRS

an IRS payment of interest for a late refund is not US Government interest for purpose of a state subtraction.

only interest on formal US debt like T-Bills, and savings bonds qualify for a state subtraction. that's why box 3 is blank.
