My CA State and Federal return that I mailed in has been lost mail and/or there is no record of mailing...How can I now file them electronically?

How long ago did you mail them?  It takes at least four weeks after mailing a return to see anything on the IRS site.  Did you mail each one to separate addresses?  Federal and state do not go to the same place.  TurboTax would have no record that you mailed your returns.  When you mail a return you should use a service that will track it like UPS or certified mail so you will know it was received.

If it has been significantly longer than four weeks you can try e-filing, but you risk confusing the IRS if they receive your mailed return and then also get an e-file.
