Yes.

Fees to access the college library would be entered with her other education expenses and either deducted as part of the Tuition Fees Deduction or considered for the Education Credits. TurboTax will calculate both and take the most advantageous deduction/credit.

Enter all qualified education expenses (tuition, fees, books, supplies, equipment) in the Education section under Deductions & Credits.
