My daughter is a traveling nurse who worked in DC for 3 Months. The agency who provided the w-2 did not withhold any state taxes. How do i file?

It appears her state taxes for home in pennsylvania are inflated due to this treatment of income.

Her income (including her DC earnings) is taxable only by her home state of PA.  DC income tax applies only to DC residents.

Yes that is correct.  A resident state taxes income no matter where it is earned.  In this case since no taxes were withheld to pay the taxes during the year the taxes will need to be paid with the tax return filing.  DC does not tax nonresidents (was in DC less than 183 days with no permanent abode there) so she will not need to file there.
