Solved

My dependent 23 yr old son, a full-time student, earned $3089 in his part-time job. $209 in taxes withheld. Is he required to file? CAN he file? SHOULD he? Which form?

No. He is not required to file a tax return, but he can file one as long as he indicates that you are claiming him as a dependent. He probably should file a tax return in order to claim a refund. He will be eligible to file using form 1040-ez on Turbo Tax Free edition.
