My employer didn't take Fed Income Tax frm my paycheck 2017. I gave them a W4. I asked why. They told me they just don't. Aren't they required to take income tax?

Yes, they are required to take federal withholding based on the information you supply on the Form W4.  When the gross earnings on your paycheck are too low based on the W4, then no federal withholding is required.

Included here for you is the same publication required to be used by your employer to determine the amount to withhold for federal taxes.

You can complete a new W4 as often as necessary throughout the year to adjust your federal withholding amount.  You can even add an additional amount to be withheld each pay period.  TurboTax has a W4 withholding calculator that might help you and you can click the blue hyperlinks below.

How do I get them to start? I work for a teachers association. Not tax-exempt. They call themselves non-profit, but I don't think that's official. I'm not a contractor. I'm hourly. Paid bi-weekly. Part-time. The only employee. They asked me to fill out a W-4 in 2017 when I first was hired. I took it upon myself to fill out a W-4 in 2018. I'm told by the person who handles the money, they don't take federal income taxes out. They do take FICA and Medicare. I'm so confused! I don't know how to approach them to begin doing so.
