His amended federal return was accepted but not his state and we can’t find where to fix this on his state return

If you want to use the same ssn on your return you will have to print and mail your return this year. Even if he amends it won't release the ssn from the IRS. Once it's been efiled you can't efile the same ssn again. Sorry.
