My husband and I got married Dec 31st 2020, can we still file jointly for 2020 taxes?

Our certificate of marriage wasn't signed by the county until 1/4/2021. Does that make a difference?

Yes, you may file Married Filing Joint provided that the state/county recognizes your marriage official as of December 31, regardless of when they signed off on it.  The IRS considers you as married for the entire year if you were married on December 31st of the year.
