My husband earned no income in 2016. Should we file jointly? Can I claim him as a dependent?

No. You can never claim your spouse as your dependent. Married filing jointly is always an option for a married couple and it does NOT matter that one spouse doesnt have income. Married filing jointly is usually the best option for a married couple because you get the lowest tax rate, the highest standard deduction, and the best tax benefits.
