My husband has children living abroad that he supports 100% but they are not US citizens, can he claim them as dependents?

You generally can't claim a person as a dependent unless that person is a U.S. citizen, U.S. resident alien, U.S. national, or a resident of Canada or Mexico.  They would also have to meet all the other requirements.  See .Rules for Claiming a Dependent on Your Tax Return - TurboTax
