My husband was paid cash and did not recieve a 1099 what would I use to file? We do not have a payer ID

Your husband does not need a payer ID when reporting his cash income. He wouldn't report it as 1099-Misc income since he does not have the form. When going through the self-employment section, he would report it as General Income... it includes all income received that is not on form 1099-MISC.
