My income this year was $24,000. Federal income tax withheld was $1300, why am I only getting $250 back?

Yes. If your filing status was single or married filing separate with no dependent, your tax rate was higher compared to other filing status. You may want re-check your data entry for any errors.

 

You may contribute to your employers retirement plan or 401K (pretax) that may qualify for saver's credit up to 50% of the amount of contribution.
