My product download indicated a free state included. However, I had to pay anyway. How do I get that charge for the download refunded?

Yes. The product comparison page indicated a free state. Have a look.

If you scroll down, there is a green dot next to 1 state download. Conflicting information I guess because I do see it states "State additional" at the top.
