My Product used cost $90 for fed and $40 for state. The refund process agreement say $130 fed and $40 for state. Which will be billed?

If TurboTax detected your tax situation required expanded coverage, like deductions for owning a home or self-employment income, you may have been prompted to upgrade to a version that supports the forms you need. You then would be charged that amount for an upgrade.

Why do I have to upgrade from Free Edition? 

If you chose to pay your fees with your refund or chose to do your state taxes, then either of those would incur a charge of a similar amount.
