There are DOZENS of factors that go into a refund, and between personal situations changing, and federal and state law changes, the predictability year to year is almost impossible unless you track all the details. (example: Did you have kids go off/on the Child Tax Credit? Make less or more income? Move? Change exemptions? Have fewer or more one time deductions? etc, etc...)
