Question

My return says I would be getting back $606 and $565 for federal and $38 for state but I only received $445.38. why?

There could be a few reasons that your deposit was less than expected. First, if you opted to have your TurboTax fees taken out of your refund, that could be a cause for a refund less than the original amount. Second, it is possible that there was an offset for monies owed. If that was the case, then you should have received notification from the IRS.
