My sister had P.O.A. and handled sale of farm property. She received funds from realestate agent and redistributed funds herself ? Who will supply me with a 1099S?

You may not get a 1099S. You can call your sister or the closing agent and ask them if you will get one. They don't have to issue them until end of January.
Regardless, the proceeds you received still need to be reported, regardless of getting a 1099S.
Many sales happen with 1099S's ever being issued.
