My spouse became disabled 10/23/18. Is there a place in the federal return to note that?

An adult who became disabled does not affect your Federal tax return unless that person took money from his retirement plan due to the disability.  If it affects the state return, you will be asked about it during the interview in the state program.

No.  Being disabled is not reported on tax return.
