It sounds like you are confused by the summary that TurboTax gives you. If you are getting a federal refund but owe the state --- Turbo Tax nets out the difference and shows that to you. You are not paying ---and cannot pay ----the state tax due from your federal refund. That is not possible. If you owe the state you must pay the state yourself using the state's preferred method of payment--usually a check or money order, or by paying on the state's tax web site.
