My state tax return was rejected electronically and Turbo Tax says to mail it. Do I include a check with the mailed return instead of the epayment i was trying to do?

No. Since you never technically filed your state return, your electronic payment wasn't set up. So, you can go ahead and include a check when you mail in your tax return.

I've done all that and it still rejects.  Please answer the question of whether I should mail the check with the printed return.  I have an electronic payment scheduled for 4/10 to state of NC.  Since I can't file electronically successfully, will that payment by TurboTax still happen?
