My stepson lived in Mexico for nine months in 2018. Is he exempt from having health insurance

Is he a US Citizen?  Was it the first 9 months of the year?  Where did he live before those 9 months?

If you are claiming your stepson on your return as a Dependent, you can indicate that he was not living in the US for those months to be exempt from the Penalty for not having Health Insurance for that time.

Choose 'not a legal US resident' for the months that he lived outside the US (screenshot).
