My tax papers that I e-signed were not the tax papers filed with the IRS or my state. Isn't that an illegal file considering I didn't sign it?

Not sure what you mean.   When you e-file there is no physical signature on the tax form.   You "sign" electronically by entering your AGI or PIN.  If the return was accepted---then you did "sign" it electronically. What do you mean that the return is not the same?

I have a new address, phone number and account info that was all updated when I e-signed my tax forms. I made sure. But the IRS and my state received all of my old info which I didn't sign or file with turbo tax so how can my taxes be sent off legally if it wasn't what I filed? And the IRS owed me money when I did my taxes but now I owe them. Not sure why exactly. I'm honestly wondering if nothing was changed
