My tax return says I can’t complete it until i have form 8606T. Is this a form the IRS sends, or am I supposed to file this form before or with my taxes?

The IRS does not send Form 8606-T.  It is a form you complete as a part of your tax return related to IRAs.  For more information see the following TurboTax FAQ:

I went to irs.gov and do not see a Form 8606-T.  However, the 2019 Form 8606 is available.  Why then does Turbo Tax not allow me to use Form 8606, and continue to make me wait for 8606-T?

There are situations where the software generates the 8606. 

 

There are other situations where you are required to manually prepare the 8606.
