My total income was $485 and turbotax says OR state refund will be $417. It seems strange. Is it possible?

Yes it is possible. Are you getting the Oregon Kicker Credit?  Look at line 38 of your OR-40.  You may be getting the Kicker Credit which is a credit that most adults, even without income, can claim in 2023 if they were OR residents.

 

You can also double check your W-2 entries to be sure you did not miss a decimal point or have any type of error in your entries. 

 

On the menu bar on the left that shows. 

  1. Select Tax Tools
  2. On the drop-down select Tools
  3. On the pop-up menu
  4. Select View Tax Summary
  5. On the left sidebar, select Preview my 1040

 

If you are using the desktop version you will just need to switch to forms mode.
