My W2 does not have an "Employers State ID number" however state taxes were withheld.

Your employer did not fill out the W-2 correctly. Ask them for a new W-2 with the employer's state ID number filled in. If they won't do that, ask them to at least tell you what their state ID number is. If the employer is totally uncooperative, try entering the employer's federal ID number (EIN), but without the hyphen.
