Question

My wife's mother claimed her as a dependent last year. This year we are filing jointly. Should I put the AGI from her mothers tax returns last year? It denied $0.

No, don't enter her mother's AGI. If your wife didn't file her own return last year, enter that she didn't file a return in 2018.

That's what I did (tried twice) and it keeps getting rejected and sent back. Any other tips?

Try using "zero"     If zero will not work, then print sign and mail your return.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
