Need information on if we can claim our Nephew on taxes. Can I find out by his SSN if his biological Mother has ever claimed him?

There's no way to find that out. But, if you electronically file your return and he has been claimed already, your return will get rejected. This does no harm. You would just have to log back in and delete him off the return.
