Why is Turbo tax not allowing me to E -file they keep saying I do not qualify for free and I have to go to IRS Website, but I have been a turbo tax member for over 10 yrs and always paid before so not sure why I do not have option anymore

The information that could be entered using the Free Edition changed with tax year 2018 and the new tax laws. The Free Edition can only be used to file a return where all the information can be entered on form 1040 and does not require any of the other new schedules. See this:

The other free product is a TurboTax product included in the IRS Free File Program. You can include items that require some of the new schedules but there is an income limit.
You qualify if you had $36,000 or less AGI or $69,000 or less military family AGI or qualify for EITC. Click on See if you qualify then Yes (if you do) then Start Now button, then choose Create an Account.
