NYS Refunds for Tax Year 2016 and 2018 were received in 2019.

I'm itemizing my deductions on my 2019 Federal Tax return.  In the Wage & Income section it asks about State & Local Refunds.  I've entered 2 lines in this section, one for each of the 2 NYS Tax refunds I received in 2019.  One for the 2018 NYS Tax refund, and one for the 2016 NYS Tax refund.  There's a box in this section for each of my 2 entries/lines called 'Total of all your payments and withholding'.  Do I enter the NYS tax withheld amount from my 2016 and 2018 W-2 in this box, for each of the respective years?

    Enter your 2018 withholding and payments. Do not enter your 2016 W-2 withholding. Even though you received refunds for 2016 and 2018 in 2019, you are working on your 2019 tax return. So enter your 2018 NY withholding and payments such as quarterly state tax payments (if you make those) on the screen Total of all your payments and withholding.

     

    TurboTax will use this information to figure out if your refunds are taxable on your 2019 return.

     

    Your state refund may be taxable if you did not use the standard deduction in 2018, i.e. you itemized deductions and deducted state income taxes. It's a good idea to go through the section Refunds Received for State/Local Tax Returns just to make sure you are reporting your refund correctly. If it is not taxable, TurboTax will not add this to your federal taxes.
