Wife was a server at the beginning of the year but has been unemployed for the remainder of the year should I list her as server or Housewife in Ocupation?

The IRS only uses occupation for statistical purposes.   It has no effect at all on your refund or tax due.   Put anything you want to.

Use whatever you want to use.  The IRS does not use "occupation" for anything that affects your tax return in any way.   They use it for statistical purposes.
