on my w2 form i have row 18-20 filled but row 20 is blank and turbo tax is asking me to fill it what do i do

Your employer withheld local taxes. Fill in the locality where you live or work for which tax was withheld. For example, if you worked in Birmingham, AL you have a 1% income tax deducted from your pay and reported on your W-2. Birmingham is what you would put in box 20, if you worked there. If you don't know what locality is taxing you, ask your employer.
