Other dependents must be US resident aliens, and the credit is nonrefundable , meaning you must have enough tax liability left in order to receive the credit, it doesn't pay you cash back.  After entering them in the  program, the program must have told you that they were qualifying dependents.

Who are the dependents?  What were their ages as of the end of 2018?  Do your dependents have Social Security numbers or ITIN's?

The credits can only reduce your tax owed to zero--so if you do not owe tax you might not get the full credit for all of the dependents you listed on your tax return.
