I am on SSI and I have one dependent. I would like to file a "circuit breaker". I was told I could file for the past three years since I was eligible . I need to know how to go about that what forms do I need to have my landlord sign? And how do I do this when I am not required to file my taxes there for I have not.  I was told this form was a stand alone form and did not need to be attached to a tax return, is this true  /   Please Help

This must be a state tax credit?

Look for information on your State's Department of Revenue site.
