Received mystery $111.95 IRS refund check. Per TurboTax my 2018 estimated tax payments were short $4,300 and I owed a $109 under payment. Scam? Return check? Where?

There were some late-applied penalty forgiveness calculations that may have been applied after you filed. Then the IRS themselves changed the forgiveness calculations mid-way thru the filing season.

If it was from the IRS, I'd go ahead and deposit it...but don't spend it for a few months...the IRS should be sending you a letter about the change in a few weeks...or could later ask for some of the $ back.
