I changed jobs in 2019 and in doing so was forced to repay a portion of moving stipend/signing bonus. I received a w-2c from prior employee (railroad) and it updated my Tier 1 and Tier 2 wages and taxes. It told me to include this in my 2019 tax return rather than filing an amended 2017 return. I am not sure where to do this or, if because it is Railroad it will even affect my 2019 return.

How much did you repay and when did you re-pay it?

Is the Form W-2C for 2017 or 2019?  What is the year printed on the form? Please also clarify the amount and if you repay it in 2019?

@linaj20201 The w-2C was from 2017, the amount repaid was around $1200 that was deducted from my last few paychecks with the company in 2019

I don't think you do anything.  You have a 2019 W-2, then?

I don't know why railroad would be different, but in this case for a regular employee, the employer could adjust boxes 3-6 (social security and medicaid wages and tax) but could not adjust box 1 since that represents cash you actually received at the time.  And since the amount is under $3000, there is no method to deduct the repayment in 2019.
