I am not getting a refund so why would I have to pay a $40 refund processing fee?  I owe both federal and state.

If you are not getting a federal refund you are not going to pay a $40 refund processing fee.  That fee is only incurred if you are getting a federal refund and choose to pay your TurboTax fees from that refund.  You have no refund from which to pay the $40.  If you are using a paid version of the TT software, you will have to pay your fees before you can e-file.  The tax you owe can be paid by a variety of methods.

Tax due for a 2023 return must be paid by April 15, 2024

If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.

You must pay your state tax due using the state’s preferred method of receiving payment.  For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.
