I have a condo I rented out beginning in 2018 that I included in my tax filing that year.  Unfortunately the renter changed jobs and hasn't made consistent rent payments during 2019.  Should I continue to include the rental property in the 2019 return considering the income was negligible?

In 2019 if the property was available for rent then you report the rental income and expenses you incurred in 2019, regardless of the amount of rental income you received.
