Sch K-1 Wks Partnership S=Additional Info 2: Part II Line 3 must be filled out to submit Return... but it IS blank!

I'm finished our returns, and trying to submit.  Our state says it requires return to be paper filed (though it didn't with the K-1 for the last several years). Then I tried to submit the federal return and... nada. Nil. Can't do it.

The field on the K-1 is blank, as it should be - there are NO rentals or royalties.  But the return keeps telling me I need to fill it in. 

I did try putting a zero in, and it then asks for many other numbers on another form I don't have, and it increases my return $50+ dollars!.
